29th August 2008 - NJUG welcomes Merton approach to FPNs

The National Joint Utilities Group (NJUG) has welcomed the policy being promoted and used by the London Borough of Merton in regard to Fixed Penalty Notices (FPN). Merton's policy states that it will seek to "work with a works promoter to identify problems and seek a resolution through dialogue".  Only if such a dialogue fails to produce the required improvement will Merton consider issuing an FPN. NJUG fully supports and welcomes this approach, which mirrors its desire for co-operation at all times within the street works industry, as laid out within NJUG's Vision for Street Works. NJUG also commends the fact that Merton's policy ensures ongoing consultation with works promoters in order to make sure noticing and permits produce a workable and effective system.
